[Selfishness is part of human nature. It would be foolish to expect most of the population to ignore that pull and vote in such a way that will result in the most good for the most people. We have done that anyway with universal suffrage. I don't know how best to determine who should be eligible to vote, but I do know that what we are doing now is not working well.]
