Forest Grove Police Log excerpt, 14 August 2019

The selection from the log of local police activity for this week is about the importance of self improvement, of both body and mind.
August 7
A caller reported a man working out in the back lot of the police department. Officers contacted the man who advised he was pumping iron while his children were being tutored at the library.
I can understand being confused upon seeing someone exercising behind the police station (which is next door to the library.) But I don't understand the impetus to call the police about it. Presumably they would notice someone working out where the police cruisers are parked, and if there was a problem would be able to handle, so I can't comprehend the decision making process that led to this call.
